Good afternoon Raima, thank you for your consultation response on the above application which seeks to add one more unit to an already permitted scheme (our ref 5/2019/2656).  This permission is being implemented and is currently under construction. There are design changes showing a further projection at first and second floor with undercroft parking. The plans for both applications can be found using this link:

I am seeking clarification that a condition as attached to 5/2019/2656 which read: No development shall take place until a detailed surface water drainage scheme for the site based on the submitted Flood Risk Assessment and Surface Water Drainage Strategy at Batford Mills, Harpenden, prepared by Richard James, revision 3, dated July 2020, additional information submitted by email dated 01 October 2020, and sustainable drainage principles and sent to the LPA for approval

 

and discharged by 5/2023/0619 could be attached to this scheme?  There is additional building proposed آ– 2 floors with undercroft to create just one more unit from the approved scheme -   and so is it this that this additional construction is leading to the current objection?
